This technical document discusses the economic methodology and impacts CARB anticipates from implementation of the proposed climate change regulations (greenhouse gas emissions from motor vehicles) on the California economy. CARB recognizes that individual businesses and consumers may experience different impacts than anticipated.

This assessment examines the costs and benefits of improving the fuel economy of passenger cars and light trucks for model years 2011- 2015. It includes a discussion of the technologies that can improve fuel economy, analysis of the potential impact on retail prices, safety, lifetime fuel savings and their value to consumers, and other societal benefits such as improved energy security and reduced emissions of pollutants and greenhouse gases.

As consensus grows that concerted action will be needed to address rising greenhouse gas emissions, the discussion is now turning to the practical challenges of where and how emission reductions can best be achieved, at what costs, and over what periods of time. Starting in 2007 a research team from McKinsey & Company worked with leading companies, industry experts, academics and environmental NGOs to develop a detailed, consistent fact base estimating costs and potentials of different options to reduce or prevent GHG emissions within the United States over a 25 year period. The results are reported here.

- Intergovernmental Panel on Climate Change (IPCC) [exit DNR]
The IPCC is a scientific intergovernmental body set up by the World Meteorological Organization and by the United Nations Environment Programme. It was established to provide the decision-makers and others interested in climate change with an objective source of information about climate change. The IPCC does not conduct any research nor does it monitor climate related data or parameters. Its role is to assess on a comprehensive, objective, open and transparent basis the latest scientific, technical and socio-economic literature produced worldwide relevant to the understanding of the risk of human-induced climate change, its observed and projected impacts and options for adaptation and mitigation.
