Note that the system titles below are links to additional information.Electronic Discharge Monitoring Reporting (EDMR) The EDMR system provides multi-level access. People who enter and/or submit the monthly data are assigned by the facility. The authorized representative signs the certification document (currently a paper document) identifying that the data submitted was gathered and prepared under their supervision. DNR will send an e-mail to a confirmation person to document the accepted status of the data. The data file will be attached and must be retained by the facility. Electronic Compliance Maintenance Annual Report (ECMAR) People involved with the ECMAR system “enter” and/or “submit” the annual report. The eCMAR “enterer” is able to enter data and information, and validate the eCMAR sections. The “enterer” cannot submit the eCMAR form to the Department unless they have also been identified as the authorized “submitter.”A “submitter” is the individual authorized by your governing board, municipality, or owner to submit your completed eCMAR form to the Department. A “submitter” is only able to view entered data (read only mode). The “submitter” cannot enter data or information or validate sections unless they have also been identified as an authorized “enterer.” The Department will contact the individual identified as the authorized “submitter” if there are questions about the information submitted in the eCMAR form. eApplication for Wastewater Permits People typically involved in preparing and submitting an e-Application for a wastewater permit are those most familiar with the wastewater treatment plant or environmental system and an authorized representative. For a municipal system this might be the plant operator or superintendent and a public works director or an elected official. For an industrial facility, this might be a plant operator or an environmental manager and an owner or vice president of operations. Drinking Water System (DWS) Laboratory Proficiency Testing (PT) Reporting Air Emission Inventory and Hazardous Waste Internet Reporting People eligible for this role generally need to be the authorized representative for the facility.
