Fulton County, GA adopted legislation that allowed Transfer of Development Rights transactions. The University of Georgia School of Law, College of the Environment developed a transfer of development rights program for the Chattahoochee Hill Country area. This program protects the area from development by allowing landowners in this area to sell their land's development rights and transfer them to areas that have been designated as "receiving areas."
