This document summarizes substantive changes to the HCP/EIS identified during the public review and comment period, and annual numerical updates (e.g., # of HCP partners involved).
Volume I. Wisconsin Statewide Karner Blue Butterfly Habitat Conservation Plan
- Page 9, Table 1.1(Wisconsin Karner Blue Butterfly HCP Partners): The Partner list is updated annually.
- There are 30 HCP partners (including the Wisconsin DNR). Originally, there were 27 partners (this change in number applies to Volume I as well).
- Partners have committed about 251,900 acres to the HCP. This number has changed from the original 265,217 acres due to land transfers and sales.
- Page 46-51, Section 2, Part B, Chapter II: Elements of Karner Blue Butterfly Ecology.
- More updated information on Karner blue butterfly ecology, especially
as it pertains to the Karner blue butterfly's life table and pupation
sites in Wisconsin, can be found in the recent (1999) Ph.D. thesis
by Cynthia Lane titled "Benefits of heterogeneous habitat: Oviposition
preference and immature performance of Lycaeides melissa samuelis
Nabokov (Lepidoptera: Lycaenidae)." The thesis can be obtained
from the Dissertation Service in Ann Arbor, Michigan (1-800-521-0600).
- Page 46, last paragraph, second sentence should read: "Estimates of female fecundity may vary from a low of 22 to approximately 100 eggs ..."
- Page 48, first line, fourth paragraph: The family name of wild lupine is not Leguminosae, as noted, but Papilionaceae.
- Page 49, seventh line: Boyonski should read Boyonowski.
- Page 89 (re: Wisconsin DOT), second paragraph, last sentence: Sentence should read: "Mowing beyond fifteen feet of the shoulder currently occurs from July 15 to April but will change as a result of the HCP and will occur only during October through March on selected highways."
- Page 137, Table 2.18 (U.S.D.A. Agency Programs and Services): The Forestry Stewardship Program (FSP) and Stewardship Incentive Program (SIP) should be listed as Forest Service programs. The Environmental Quality Incentives Program (EQIP), Forestry Incentives Program (FIP), Wetlands Reserve Program (WRP) and Wildlife Habitat Incentives Program (WHIP) should be listed as NRCS programs. Only the Conservation Reserve Program (CRP) should be listed as a Farm Services Agency program.
- Page 150, Table 2.19 (Viable and Large Viable Population Goals for Recovery): Under "Reclassification" for "Superior Outwash," the goal should be: 2 viable populations or l large viable population.
Volume II. Environmental Impact Statement
- Page 236 (re: Wisconsin DOT), second paragraph under "Note," sentence should read: "Note: Under the Proposed Action alternative, road construction and maintenance activities for all state trunk highways would be covered by the HCP and ITP."
- There are 30 HCP partners (including the Wisconsin DNR). Originally, there were 27 partners (this change in number applies to Volume I as well).

Volume III. Habitat Conservation Plan and Environmental Impact Statement Appendices
- Part D was added to Appendix F. This part includes the completed Pesticide Management Guidelines for Karner Blue Butterfly Occupied Rights-of-Way and Forestry Tracts Greater than 1000 Acres in Wisconsin.
- Part E was added to Appendix F. This part includes the Manual of Control Recommendations for Ecologically Invasive Species in Karner Blue Butterfly Habitat.
- Appendix G was replaced with the most current version of the Effectiveness Monitoring Protocol to reflect the most recent decisions made regarding the approach.
- Appendix H was added. This appendix summarizes public comments on the draft EIS and responses to the comments.
