View of Lake Winnebago from High Cliff State Park Established originally in 1954 and opened in 1956, the 1,146-acre High Cliff State Park currently serves about 800,000 recorded visitors and 10,300 campers annually. A DNR master plan, approved in 1982, has guided the management and development of the park for the past twenty-six years. During that time most of the master plan’s major development objectives have been achieved. Now there is an opportunity to build on the successes of the past and make improvements for the future by revising and updating the master plan for High Cliff State Park.
