Landfill Organic Stability

The Department's Waste & Materials Management Program, in consultation with a small workgroup of external partners, is exploring ways to reduce the long-term risk of landfilling by reducing the time it takes for the waste in municipal solid waste landfills to become stable - that is, to reach the point when engineering and maintenance efforts are no longer necessary to control the potential environmental effects of decomposing organic materials in the waste. The workgroup is composed of representatives from DNR staff, environmental groups, landfill operators, researchers, municipalities and consultants.

Landfill Organic Stability Plan Rules Now In Effect

Based on the workgroup's efforts, a new administrative rule promoting landfill organic stability went into effect on December 1, 2006. The rule requires owners and operators of municipal solid waste landfills to incorporate landfill organic stability strategies into the plans of operation for their facilities.

The rule is located at section NR514.07(9) of the Wisconsin Administrative Code. Background information describing the rationale behind the rule is available at NRB Web site.
