  • July 7 - Pursuant to § 283.49, Wis. Stats., a public hearing for the purpose of giving all interested persons an opportunity to make a statement with respect to the proposed reissuance of Wisconsin Pollutant Discharge Elimination System (WPDES) Permit No. WI-0050237-07-0 for Trega Foods Ltd., located at N2915 County Road AB, Luxemburg, 54217. Trega Foods in Luxemburg operates a cheese manufacturing and whey processing plant in Kewaunee County. Discharge is to an unnamed tributary of the East Twin River of the East Twin River Watershed (TK02), Twin-Door-Kewaunee River Basin, and groundwater via landspreading in Kewaunee, Manitowoc and Brown Counties. The hearing will be held at 10:30 a.m., at the Wisconsin Department of Natural Resources Northeast Region Service Center, Lake Michigan Conference Room, 2984 Shawano Avenue, Green Bay.   • July 14 - Correction A contested case hearing in the matter of the application of the Racine County Drainage District to modify the order setting water levels or flows on Wind Lake, Town of Norway, Racine County will be held August 31.
  • July 14 - Pursuant to §§ 285.13(1) and 285.62(5), Wis. Stats., the Department of Natural Resources will hold a public hearing at 1 p.m. at the Kenosha County Center, Hearing Room, 19600 75th St., Bristol to receive public comments on a draft air permit for Permacel, 7201 108 St., Pleasant Prairie, Kenosha County, Wisconsin. Permacel submitted a permit application, including plans and specifications for the renewal of an operation of an existing pressure sensitive tape manufacturing facility. DNR staff have made a preliminary determination that the application meets state and federal air pollution control requirements and that the permit renewal should be approved The DNR’s analysis and draft permit can be reviewed on the air permit page of the DNR Web site and at the DNR at the Southeast Region Air Program, Sturtevant Service Center, 9531 Rayne Road, Sturtevant, (262) 884-2332; the DNR Bureau of Air Management, 101 S.   • July 14 - Pursuant to §§ 285.13(1), 285.61(7)(a) and 285.62(5)(a), Wis. Stats., the Department of Natural Resources will hold a public hearing at 10:30 a.m. at the Superior Public Library, 1530 Tower Ave., Superior to receive comments on the air pollution control permit application for the five new tanks (T36-T40) for the Alberta Clipper project, and associated fugitive sources including the Southern Lights project at the pipeline terminal submitted by Enbridge Energy Co., 2800 E 21st St, Superior, Douglas County, Wisconsin. Enbridge Energy submitted a permit application, including plans and specifications for construction and operation of five new tanks (T36-T40) for the Alberta Clipper project, and associated fugitive sources including the Southern Lights project at the pipeline terminal. (Air pollution construction permit no. 08-DCF-313 and operation permit significant revision no. 816010580-P04.) DNR staff have made a preliminary determination that the application meets state and federal air pollution control requirements and that the permit should be approved.   • July 16 - Pursuant to Wis. Stat. §§ 227.43 and 227.44, 30.121, 30.15, 30.03(4)(a) and Wis. Admin. Code NR 325.03 a Class 2 contested case public hearing will be held at 8:30 a.m. in the Office at the Port Wing Town Hall, 83030 Grand Avenue, Port Wing, in the matter of the abatement action on the motion of the Department of Natural Resources to remove an alleged fixed houseboat owned by Dennis V. Miller and located on Lake Superior at the Port Wing Marina in the Town of Port Wing, Bayfield County, Wisconsin. The hearing may result in issuance of an order requiring removal of the houseboat and directing Miller to perform such acts as may be necessary to fully protect and effectuate the interests of the public in these navigable waters. From approximately 1999 to 2001, Dennis V. Miller (Mr. Miller) constructed a houseboat that was located on upland during this time. On or about September 2001, Miller placed the houseboat on Lake Superior at the Port Wing Marina located in the Town of Port Wing. The houseboat extends into the Port Wing Marina waterway beyond the ordinary high watermark, and Port Wing Marina waterway which leads via a channel to Lake Superior is navigable waterbody. Wis. Stat. § 30.121 prohibits a fixed houseboat from being constructed and placed beyond the ordinary high water mark of any navigable waterway, after December 16, 1979 and authorizes the DNR to order the owner of a fixed houseboat which extends beyond the ordinary high-water mark of any navigable waterway and which is a material obstruction to navigation to remove the fixed houseboat from the waterway. Based on the above factors, the DNR is asking the Division of Hearings and Appeals to issue an order directing Mr. Miller to remove the fixed houseboat in its entirely from Lake Superior’s Port Wing Marina within 30 days of issuance of an Order.   • August 3, 4, 5 & 6 - Pursuant to §§ 29.014, 29.041, 29.197 and 227.11(2)(a), Stats., interpreting §§ 29.014, 29.041 and 29.885, Stats., the Department of Natural Resources will hold public hearings on revisions to ch. NR 10, Wis. Adm. Code, relating to the 2009 migratory game bird seasons and waterfowl hunting zones. Season dates and bag limits will be set for ducks and Canada geese. Under international treaty and federal law, migratory game bird seasons are closed unless opened annually via the U.S. Fish and Wildlife Service regulatory process. Because of the timing of Wisconsin’s rule process and the U.S. Fish and Wildlife Service rule process, the actual season lengths, dates and bag limits cannot be determined at this time for much of the rule.   • August 6 - Pursuant to §§ 30.77(3)(2r), and 227.01(3)(a) Wis. Stats., the State of Wisconsin Division of Hearings and Appeals will hold a Class 1 contested case public hearing n the matter of the objection of the Tri-County PowerBoat Alliance to the Slow-No-Wake Ordinance Number B 10 for the Town of Wolf River Waters Enacted by the Town of Wolf River in Winnebago County, Wisconsin at 10 a.m. in the Airport Conference Room (Located on the Main Floor) at the Wittman Regional Airport, 525 West 20th Avenue, Oshkosh. On April 27, 2009, the Town Board of the Town of Wolf River, Winnebago County enacted a slow-no-wake ordinance to regulate boating upon the waters of the Town of Wolf River. The Department of Natural Resources received a request for hearing objecting to ordinance number B 10 from Attorney Richard J.   • July 2 - The Natural Resources Board Special Advisory Committee for Hunter and Landowner Support of Effective Alternative Deer Population Control Methods will be meeting via conference call at 7 p.m. The committee will discuss it's survey results on ranking alternatives for deer season and tagging structures. The committee will also discuss potential package options of alternatives and prepare for the July 11, 2009 meeting. Participation during the phone meeting will only be available to Committee members and proxy members scheduled to attend the July 11, 2009 meeting in place of any absent members.   • July 7 - The Tourism Committee of the Snowmobile Recreational Council will hold a conference call starting at 11 a.m. originating from the Conference Room at the DNR Service Center, 1341 2nd Ave., Cumberland. The group will continue the discussion regarding deer hunting and it's conflicts with the snowmobiling season, reinstituting the placement program, the Governor's Tourism Conference attendance and other relevant tourism issues as they relate to snowmobiling.   • July 10 - The 2009 Wisconsin pre-Mississippi Flyway Council waterfowl season information meeting will be held at 7 p.m. in the Wisconsin Room, Comfort Suites, N5780 Kinney Rd. (Hwy 78 South) Portage. The Mississippi Flyway Council is made up of waterfowl specialists from the states of Alabama, Arkansas, Illinois, Indiana, Iowa, Kentucky, Louisiana, Michigan, Minnesota, Mississippi, Missouri, Ohio, Tennessee, and Wisconsin and the provinces of Manitoba, Ontario, and Saskatchewan of Canada within the Mississippi Waterfowl Flyway. The council will meet July 22-24 to review information on the current status of waterfowl and develop 2009-10 migratory game bird regulations recommendations for the federal framework under which states and provinces can establish waterfowl seasons. This meeting will review preliminary waterfowl survey information and possible recommendations for season structure for Wisconsin that will be presented to the flyway council.   • July 10 - Pursuant to § 19.83, Wis. Stats., a meeting regarding the relicensing of the Menominee and Park Mill Hydroelectric Project located on the Menominee River in Marinette, Wisconsin and Menominee, Michigan will be held from 9:30 a.m. to 3 p.m. at NEW Hydro, 26th St (Menominee Dam), Menominee, Mich. NEW Hydro, Inc., currently holds the license (No. P-2744) issued by the Federal Energy Regulatory Commission (FERC) for the operation of these two hydroelectric facilities. The term of this license expires in 2015. Several state and Federal resource agencies and NEW are conducting this meeting to discuss and facilitate the relicensing process for these hydroelectric dams. All members of the public are invited to attend and participate in this meeting with NEW staff, resource agency staff, and non-governmental organizations. Future meetings shall be held regularly over the next several months in order to evaluate the NEW application process for these hydroelectric facilities.   • July 11 - The Lake Michigan Commercial Fishing Board (LMCFB) will conduct a special teleconference meeting at 5 p.m. at the DNR Sturgeon Bay Service Center, 110 S. Neenah Avenue, Sturgeon Bay. The agenda includes a license transfer and discussion and possible action on the June 1, 2009 email from Mike LeClair to the Lake Michigan Commercial Fishing Board. For information contact Allen D.   • July 11 - The Natural Resources Board Special Advisory Committee for Hunter and Landowner Support of Effective Alternative Deer Population Control Methods will meet at the Ramada, 1501 North Point Dr., Stevens Point at 9 a.m. The committee will be discussing various proposed alternative deer season structures, tagging alternatives, and potential packages of those alternatives.   • July 17 - The Green Tier Clear Waters Initiative Board will meet at 8 a.m. at the Veridian Homes offices, 6801 South Town Drive, Madison. The group will be discussing Board Member activities, Dane County’s Waterbody Classification Project, the Cooperative Permitting Process, and street reconstruction project compliance.   • August 1 - The 2009 Wisconsin Post Mississippi Flyway Council waterfowl season information meeting will be held at the Plaza Hotel & Suites, 201 N 17th Ave., Wausau. DNR staff will meet with members of the Wisconsin Conservation Congress waterfowl committee at 9 a.m. and a general information meeting will be held at 1 p.m., both in the Three Rivers Room. DNR waterfowl biologists will review information on waterfowl surveys and proposals for the waterfowl season structure that the Mississippi Flyway Council presented July 22-24 to the U.S. Fish and Wildlife Service for their consideration in setting a federal framework under which states can then set waterfowl hunting seasons. The Mississippi Flyway Council is made up of waterfowl specialists from the states of Alabama, Arkansas, Illinois, Indiana, Iowa, Kentucky, Louisiana, Michigan, Minnesota, Mississippi, Missouri, Ohio, Tennessee, and Wisconsin and the provinces of Manitoba, Ontario, and Saskatchewan of Canada within the Mississippi Waterfowl Flyway. After USFWS sets a season framework, public hearings on Wisconsin’s proposed waterfowl seasons will be held in August 3, 4, 5 & 6 (see public hearings listing).
