Clean Water Fund Program

Each year, after hardship financial assistance applications are received, the Clean Water Fund Program's (CWFP) hardship specialist Jeanne Cargill prepares a hardship financial assistance funding list. The funding list is typically published in the fall of each year in the Environmental Improvement Fund's newsletter - Loan Interests.

GETTING ON THE LIST

In order for the municipality to be placed on the hardship funding list, it must first:

The municipalities that qualify for the funding list are ranked in order of priority score from the PERF.

CALCULATING ASSISTANCE AMOUNT

The CWFP hardship specialist next determines the amount and type of hardship financial assistance for which a municipality is eligible based on information provided in the application. This assistance can be in the form of a reduced interest rate loan, or a combination grant and 0% loan. (see hardship financial assistance calculation)

Once the amount and type of assistance is determined, the Department of Administration (DOA) calculates the amount of subsidy needed to provide the needed assistance. The CWFP provides hardship financial assistance to the municipalities that qualify to the extent that subsidy is available through the CWFP budget, starting at the top of the list of ranked eligible projects.

AFTER THE LIST IS PUBLISHED

The funding list is then published in the program's newsletter - Loan Interests. Once the funding list is published, a municipality in the fundable range must proceed with its project and have an executed financial assistance agreement (FAA) by August 30th of the calendar year following the year in which the funding list is published.

If a municipality is determined ineligible for hardship financial assistance, or if they are eligible but not in the fundable range, they may request their application apply towards a regular CWFP loan.
