What Is The Final Project Close-Out?When the project is complete and the municipality is ready to draw the final disbursement, close-out procedures must be completed. A final inspection must be done and the project must be in compliance with plans and specifications, WPDES permit limits, or other requirements. The DNR Regional office must sign-off on the project. The municipality must certify to the DNR its acceptance of the project from the contractor and change orders must be approved. A "Contract Actual Utilization" form (Form 8700-257) must be completed to show compliance with MBE/WBE requirements. When DNR determines that the close-out requirements have been met and final costs have been reconciled, the final payment request can be made. See also closeouts Last Revised: Monday July 31 2006
