Notice of Intent To Apply (ITA)

Environmental Improvement Fund

Each municipality that plans to apply for financial assistance from the Environmental Improvement Fund (EIF) is required to complete and submit a Notice of Intent to Apply form (ITA) for the appropriate EIF program. This is the first critical step toward applying for financial assistance from the Clean Water Fund Program, Safe Drinking Water Loan Program, or Land Recycling Loan Program. Below is key information regarding ITAs:

  • ITAs for all EIF programs must be postmarked no later than December 31 of the calendar year prior to the state fiscal year from which the municipality intends to request financial assistance. (Example: A municipality plans to apply for EIF funds for a project in State Fiscal Year 2005, which starts July 1, 2004 and ends June 30, 2005. The ITA for the project must be submitted to the EIF postmarked no later than December 31, 2003.)

  • ITAs are valid for one state fiscal year.

  • Municipalities with more than one project are required to submit a separate ITA for each project.

  • The department must receive a valid ITA postmarked by December 31. Hand-delivery and fax are acceptable as long as the department receives the notice by the December 31, deadline. If a delivery service is used to transport the ITA to the department, the municipality should retain a receipt indicating the date and time the ITA was left with the delivery service. The ITA will be accepted by the department as meeting the December 31, deadline, if the delivery service receipt indicates a date on or before December 31.

  • Submitting an ITA does not commit a municipality to applying for EIF assistance. If a municipality is contemplating an environmental project, EIF encourages submitting an ITA as early as possible in the planning process. An updated ITA should be submitted each year until funding is received for the project.

  • Town sanitary districts and public inland lake protection and rehabilitation districts applying for assistance from the Safe Drinking Water Loan Program or for hardship assistance from the Clean Water Fund Program must provide a map with the ITA. The scale of the map should be 1:1000 or better. The map should show the boundaries of the district as well as indicate natural features (example: street names and water bodies) contained within the boundaries of the district. The map is used in the process of determining a median household income for each district.
