How Do I Get Started?

In order to start the process which results in an Environmental Improvement Fund (EIF) loan, you need to complete 2 steps:

  1. Identify and define, as clearly as you can, the wastewater treatment, drinking water, or brownfields "PROBLEM" that needs to be corrected or prevented. This process generally involves a joint effort of your municipality, your consulting engineer, and the DNR engineer that works with your municipality.

  2. Complete and submit to DNR a Notice of Intent To Apply form (ITA) and Priority Evaluation Review or a Priority Evaluation and Ranking Form (PERF) for each project for which you will be seeking an EIF loan (you can download these forms).

    1. The ITA and PERF need to be submitted at least 6 months before the state fiscal year (7/1 through 6/30) in which you plan to submit your complete loan application. If they are not received or post-marked by 12/31, you will not be able to submit a loan application until the following state fiscal year. Note: The ITA is not difficult to complete, but you may need an engineer's estimate for the project cost information. The PERF, however, is more difficult to complete and you will most likely need help from your engineer to complete this form.
