Plan of Operation

Clean Water Fund Program

A municipality receiving a Clean Water Fund Program (CWFP) loan must submit for review a Plan of Operation for its treatment works or structural urban best management practice (BMP). A Plan of Operation is intended to identify specific actions and related completion dates to assure that the facilities and all associated personnel are properly prepared for start-up and continued operation of the facilities. The following items must be included in the Plan of Operation:

  • chronology of implementation dates;
  • staffing and training;
  • records, reports, and laboratory control (for wastewater projects);
  • process control and startup procedures;
  • safety procedures;
  • sludge management;
  • emergency operating plan;
  • maintenance management;
  • operation and maintenance manual;
  • operations and maintenance budget; and
  • other appropriate elements.

Send a copy of the municipality's Plan of Operation to the appropriate DNR Basin Engineer. Submit a Plan of Operation Certification Checklist (Form 8700-293) to the CWFP project manager. The consulting engineer should complete the checklist; both the engineer and the municipality's authorized representative must sign it. The CWFP project manager will review the Plan of Operation Certification Checklist for completeness prior to preparing the CWFP Financial Assistance Agreement. An acceptance letter will not be returned to the community or engineer.

For a copy of the Plan of Operation Certification Checklist contact Deb Olson at (608) 266-5889 or debra.olson@wisconsin.gov or visit our website at our Forms page.
