For their service on June 22, 2002
Wardens Stone, Kirshbaum and Deputy Warden Bloyer responded
to a report of a boat accident with injuries near the confluence
of the Mississippi River and the Wisconsin River. A personal
watercraft (PWC) operated at high speed collided with a
motorboat. Stone and Bloyer were able to locate the operator
of the PWC, load him into the warden boat, and transport
him to a waiting EMT unit. While in transport Bloyer attempted
to stabilize the victim. While Bloyer and Stone transported
the operator, Kirshbaum arrived and loaded the passenger
from the PWC into his patrol boat. The passenger was also
transported to the ambulance. Upon arrival at the hospital
the operator succumbed to his injuries and the passenger
was in critical condition. The passenger survived her injuries
and recovered following several surgeries.
