Program Fee Schedule for Upcoming Fiscal YearFee Structure Background and HistoryThe Laboratory Certification Program is authorized by s. 299.11, Wis. Stats., to collect fees from certified and registered laboratories each fiscal year to cover the cost of operating the program for each certification period. All laboratories are billed in May of each calendar year. Fees are determined by the formula promulgated in s. NR 149.21, Wis. Admin. Code. This formula is designed to collect revenue equal to the Program’s Ch. 20, Wis. Stats., expenditure authority by using a system of relative value units (RVUs) to equitably distribute the fees among all laboratories certified or registered by the Program. Each fee item is assigned a relative value. Once the cost per RVU is determined, it is multiplied by the relative value of each fee item to produce the fee schedule in the table below. Fiscal Year 2010 (9/1/09 to 6/30/10) Budget and Fees ExplanationWhile the program budget has decreased by about 2.1%, that will not translate to a global 2.1% fee reduction as it would have in years past. Due to changes in the fee structure related to the 2008 revisions to NR 149, some labs will see a reduction in fees, while others will see an increase when they receive their environmental fee statements in late May (2009). The annual fee is more than ever a function of the number of RVUs charged to a given laboratory. The program now charges a fee per technology and per matrix, so labs which analyze samples in multiple matrices using multiple technologies, would logically be assessed a higher proportionate number of RVUs (and thus pay a higher fee). To mitigate this however, we established "caps" for the maximum number of RVUs a lab can be charged for a given matrix. Specifically, the cost per relative value unit (RVU) will actualy decrease from $58 to $57.50 per RVU. Certification renewal fees for the typical commercial laboratory (certified lab base fee + the FORMER test categories 1-8, 10, 12, & 14-16) will be $4,313.00 (a 7.5% increase). Registration fees for the typical municipal wastewater treatment laboratory (registered base fee + test categories 1-4) will be $978.00 (an increase of 2.7%). Those labs at opposite ends of the spectrum, e.g. a lab that does only BOD and TSS as compared to a lab that is certified for virtually every matrix and technology, will see a reduction in their fee. The Certification Standards Review Council reviewed the proposed FY 2010 fee adjustment in February 2009, and unanimously passed a resolution recommending that the Natural Resources Board approve the proposal. The program held a public meeting to discuss the proposed fee adjustment, but received no input. The Natural Resources Board unanimously approved the fee adjustment on March 25, 2009. Bills will be mailed to all facilities in May and payment will be due in full by June 30, 2009. Late fees will be assessed to laboratories that fail to pay renewal fees by the established deadline. Fiscal Year 2010 Certification and Registration FeesThese fees take effect 7/1/2009 and are invalid beyond June 30, 2010.
