This award, which debuted in 1996 is presented annually at the March meeting of the Natural Resources Board. The awards are intended to recognize those laboratories that have developed exceptional systems for producing high-quality data. At this time, only registered laboratories are eligible for consideration.

Large laboratories are designated as those facilities having daily effluent flows in excess of 1 MGD or those facilities that perform testing that includes parameters outside of test categories 1 through 4 (BOD, Nitrogen, Phosphorus, Solids).

Small laboratories are designated as those facilities having daily effluent flows less than 1 MGD or those facilities that perform testing limited to parameters in test categories 1 through 4 (BOD, Nitrogen, Phosphorus, Solids).
