Rules: State Statutes and Administrative Code
In addition to the provisions of the U.S. and Wisconsin Constitutions, the citizens of this state
are governed by the wide-ranging laws contained in more than 6,000 pages of the Wisconsin Statutes.
Even this body of law is not detailed enough. The Wisconsin Legislature has found that
some areas are so technically complex that implementation of legislative policy must be left to
certain state agencies with the power to issue administrative rules that have the effect of state law.
In a nutshell, statutes outline the letter of the law, and administrative code is the legal mechanism
by which agencies carry out the statutory provisions.
