Members' Profiles
Randy Harden, Chair
- Appointed by Governor Jim Doyle as the Off-Highway Vehicle (OHV) Representative to the State Trails Council
- President of the Wisconsin All-Terrain Vehicle Association (WATVA) since 1992. WATVA was selected as the Organization of the Year in 2004 by the Blue Ribbon Coalition
- President and founder of NOHVIS Group, a non-profit, nationally recognized OHV organization that works with many off-road enthusiasts across the country
- Part-owner of National Motorsports Services, a company that focuses on risk management and special liability packages within the OHV insurance industry
- Founding member of The Rider Network, a national membership organization that provides services, programs and product tools specifically related to the challenges of providing responsible OHV uses for 4 x 4 trucks, dirt bikes and ATVs
- Certified ATV safety instructor by the All-Terrain Vehicle Safety Institute (ASI) since 1986. ASI is known within the OHV industry as the accredited ATV safety program that is taught in all 50 states
- Founded the "Ride Smart" Trail Patrol Ambassador program curriculum, which works with the Wisconsin DNR and Wisconsin lawmakers to implement solutions and works to recruit and train ATV volunteer enthusiasts who become Wisconsin DNR safety instructors and citizen patrollers
- Serves as an STC Representative to the Northern Highland-American Legion State Forest ATV Trail Stakeholder Committee
- Summer Motorized Representative for the Eastern Region Recreation Resource Advisory Committee to the U.S. Forest Service
- Enjoys riding street and dirt motorcycles and ATVs and has spent a week on the famous Rubicon Trail driving a Jeep Wrangler
Ken Carpenter, Vice-Chair
- Appointed by Governor Jim Doyle as the Equestrian Representative to the State Trails Council
- President of Glacial Drumlin Horse Trails Association (GDHTA) since 1999 GDHTA is a trail advocacy group whose membership has grown to over 130 members
- Serves on the Board of Directors of the Wisconsin State Horse Council (WSHC)
- 2003 WSHC Horseperson of the Year
- Experience with dressage/hunter shows and has competed in endurance trail riding
- Has participated in a leadership role at Distance Riding Association of Wisconsin (DRAW) clinics as a speaker and instructor, teaching novice groups the sport of competitive riding
- Attended national meetings of the American Horse Council
- Works with different groups on trail advocacy issues, and also works with county and state land managers to develop new horse trails and improve existing horse rider recreation areas
Robbie Webber, Secretary
- Appointed by Governor Jim Doyle as the Bicycling Representative to the State Trails Council
- Program Coordinator for the Bicycle Federation of Wisconsin (BFW)
- Works with communities around the state and with the Wisconsin Partnership for Physical Activity and Nutrition (WI PAN) to improve community design and infrastructure in order to increase physical activity
- Served on, and continues to be involved with the Transit and Parking Commission and the Commission on the Environment
- Has served on the Madison Common Council since 2003, most notably as an advocate for smart land use and transportation decisions
- Serves on the Metropolitan Planning Organization, Long Range Transportation Planning Commission, Pedestrian/Bicycle/Motor Vehicle Commission, Joint West Campus Area Committee, South Campus-Regent Street Plan Committee and the Streetcar Committee
Tom Huber
- Appointed by Governor Tommy Thompson and reappointed by Governors Scott McCallum and Jim Doyle to the State Trails Council as the Wisconsin Department of Transportation (DOT) Representative
- Bicycle and Pedestrian Coordinator for the Wisconsin DOT since 1991
- Principal DOT contact with Federal, state, local agencies and citizen groups on matters relating to bicycling and pedestrians
- Main author of the Wisconsin Bicycle Transportation Plan and was a main contributor to the State Pedestrian Plan and Guide
- City and Regional Planner for 10 years in west central Wisconsin
- Member of the State Trails Council since 1993
- Holds a Bachelor degree in Geography and Economics and a Masters degree in Public Administration and Planning
- Has bicycled extensively in the United States and Europe, having lived in the Netherlands from 1989 to 1991
- Is an avid cyclist and walker, having used those modes to commute his entire life
Jim Joque
- Appointed by Governor Jim Doyle as the State Trails Council Representative
to represent trail users with disabilities
- Coordinator of Disability Services at the University of Wisconsin-Stevens
Point and was Advisor for students with disabilities for UW-La Crosse
- Past Academic Advisor of undeclared students for the Student Academic
Advising Center at UW-Stevens Point
- Worked as a Vocational Evaluation Specialists for Voc-Eval Associates

persons with disabilities)

Mike McFadzen
- Appointed by Governor Tommy Thompson and reappointed by Governors Scott McCallum and Jim Doyle to the State Trails Council as the Nordic Ski Representative. Chaired the State Trails Council, 2003-2006
- Founding member and board member of Wisconsin Nordic Network (WINN). Current Treasurer of WINN
- Founding member and officer of Northern Kettle Moraine Nordic Ski Club. Liaison with Northern Unit Superintendent Jerry Leiterman. Also held a variety of board positions including president, past president and vice president
- Secretary and past president, Friends of the Kettle Moraine State Forest
- Greenbush Recreational Shelter Project chairman. Raised more than $10,000 from private donors and secured state matching grant. Successfully applied and arranged for United States Marine Corps labor as a training exercise
- Founding member and current member of Greenbush Trails Committee (GTC). The GTC works with the DNR and represents ski and bike clubs that have been instrumental in ski and bike trail repair by volunteering more than 2,000 hours of labor at Greenbush hiking and ski trails

David Phillips
- Appointed by Governor Tommy Thompson and reappointed by Governors Scott McCallum and Jim Doyle to the State Trails Council as the Hiking/Walking and Ice Age Trail Representative
- Has had a long career in education, trail advocacy and adventure travel beginning his adventure travel as a Peace Corps Volunteer in Africa
- Developed and managed SPRITE (Support, Perseverance, Respect, Initiative, Teamwork and Education), an adventure education program for the Wisconsin Division of Juvenile Corrections
- Has been an international consultant on juvenile justice issues
- Served on the Board of Directors of the Ice Age Park and Trail Foundation (IAPTF) and Wisconsin Walks and various other committees advocating for trail issues
- Serves as an STC Representative to the Northern Highland-American Legion State Forest ATV Trail Stakeholder Committee
- Has traveled extensively on five continents, including a successful climb of Mt. Logan (second highest mountain in North America) and a natural history survey for the World Wildlife Fund (WWF) on the Thelon River (Northwest Territories)
