DNR has developed and is implementing a program to ensure that new water systems demonstrate capacity. The program, which became effective on September 1, 1999, consists of a capacity evaluation of proposed community and nontransient noncommunity water systems.
Forms were designed to help new other-than-municipal (OTM) and new non-transient noncommunity (NTNC) system owners provide the necessary information for the capacity evaluation. For this purpose, new OTM and new NTNC systems include systems which fall under this classification after an infrastructure expansion, change in type of population served (e.g. system will serve a school when it did not serve a school before), or increase in population served. A capacity evaluation does not need to be completed if the system was previously an OTM or NTNC system and will remain under the same OTM or NTNC classification after any system improvement, including constructing a new well on the system.
