Statewide Changes to SSA Program Submittal Procedures - 2004A restructuring of the Bureau of Watershed Management in the summer of 2004 has changed the responsibilities of DNR staff with regard to the Department's Sewer Service Area (SSA) Planning Program. The SSA Planning Program has been transferred to the Permits Section within the Bureau of Watershed Management. Susan Sylvester, Chief of the Permits Section, has general administrative responsibility for the program. For workload management purposes, effective immediately the primary DNR contact for the submittal of sewer service area amendment requests is Tom Gilbert (submittals were formerly directed to Lisa Helmuth). Both Tom Gilbert and Lisa Helmuth are in the Permits Section. Amendment request submittals, including policy related questions, should be addressed to Tom. Tom Gilbert is an environmental engineer who has been the Wastewater Facility Planning Coordinator in this Bureau for many years and has extensive experience with sewerage system planning. Lisa will continue to administer the 604(b)(3) grant program, help with program management activities, and assist with review issues related to environmentally sensitive areas.
