Instructions for Notice of Discharge (NOD) Project Grants ApplicationsApplications may be submitted anytime during the CY 2009 application period. DNR and DATCP intend to distribute available CY 2009 funds into three periods. Applications on file will be periodically bundled for assessment and funding in accordance with the following schedule. Unused funds will be carried through to the next period. Unfunded applications will be considered active for a period of one year from the submittal date. At this time, state agencies are unsure how many, if any, funds will be available for CY 2009. Anticipated Funding amounts will be updated as more information becomes available.
NOD Project Grant application formsNotice of Discharge (NOD) Project Grants are provided to local units of government (typically counties) by the Department of Natural Resources and the Department of Agriculture, Trade and Consumer Protection. The purpose of these grants is to provide cost sharing to farmers who are required to install agricultural best management practices to comply with Notice of Discharge requirements. Notices of Discharge are issued by the Department of Natural Resources under Chapter NR 243 (Animal Feeding Operations) to small and medium animal feeding operations that pose environmental threats to state water resources. The project funds can be used to address an outstanding NOD or an NOD developed concurrently with the grant award. Each state agency administers its own NOD project funds. This is because statutory and other administrative requirements for the two agencies vary slightly with respect to cost sharing NODs. DNR uses some federal Section 319 funding for NOD projects, but these funds can only be used in certain portions of the state. The NOD grant instructions identify where these eligible areas are located. Applicants are encouraged to apply for projects in these areas as long as these federal funds are available. Although the criteria for using agency funds vary between the two agencies, DNR and DATCP have jointly developed a single grant application that can be used to apply for funding from either agency. The two agencies will jointly review the project applications and will coordinate funding to assure the most cost-effective use of the available state funds.
